Today is a dark day for Indiana University.
The Indiana legislature’s passage of HB 1001 eliminates all alumni-elected positions on the Indiana University Board of Trustees and ends a 133-year tradition of alumni representation in university governance.
The House debate on this provision revealed deeply concerning issues with both substance and process. When questioned by Representative Matt Pierce, the conference committee report author could not identify who requested this significant change, only referencing vague “discussions among several people.” The justification shifted from being a “fiscal issue” to making IU “in line with other institutions,” despite evidence that Purdue University’s Alumni Association will continue to select three trustees.
The purported “fiscal issue” originally used to justify this change centers on the argument that Indiana University receives public funding and therefore should be fully overseen by gubernatorial appointees. However, this reasoning ignores a critical imbalance: while the Governor already appointed 67% of trustees prior to this legislation, state appropriations constituted merely 14.5% of IU’s total operating budget in fiscal year 2024. This legislation creates a severe governance disparity—100% gubernatorial control over an institution that receives just a fraction of its funding from state contributions. Such disproportionate oversight undermines the principle of stakeholder representation and threatens the university’s ability to serve its diverse constituencies effectively.
Most troubling is how this fundamental change to university governance bypassed all normal legislative scrutiny. The provision was never introduced as a standalone bill, never passed either chamber, never received public testimony, and wasn’t even mentioned during conference committee deliberations. As Representative Gore eloquently argued, this concentration of power in a single political office contradicts core American values of decentralized governance and threatens university independence.
This action effectively silences the collective voice of more than 790,000 IU graduates who have historically had direct input into university governance. By concentrating appointment power entirely in the governor’s office, it removes an important check and balance in university administration that has served Indiana University well for generations.
I am especially concerned about language in the bill that allows the governor to immediately dismiss currently serving alumni-elected trustees before their terms expire. This unprecedented level of political control over university governance sets a dangerous precedent for academic freedom and institutional independence.
The values that prompted my candidacy—transparency, shared governance, and principled leadership—are more vital than ever in light of today’s vote. While the full implications of this legislation for the current election process remain unclear, I will continue to advocate for these values and for the rightful voice of alumni in university governance until definitively told otherwise.
